Jack Callaghan was among the most prominent boxing and wrestling promoters from the all-in era the 1930's. Among "his wrestlers" he had champions of all weights classes and yes all of them "had belts".

Did the British Wrestling Board of Control exist?
yes, it did exist and more than that, there were quite few organizations in British Pro Wrestling history which bore that the same name. First time this name was used for the wrestling governing body in 1908, that organization has offered a 4 men International wrestling match for the undisputed world championship: Hack, Gotch, Lemm, Zbyszko.
Organization under that the same name existed in the 1930's during the boom of All In Wrestling as well as in the post 1940's Freestyle Pro Wrestling era. So yes, British Wrestling Board of Control was around for quite a while.
Very often in newspapers they referred to B. Rilley as representative of the Board of Control for Pro Wrestling in Great Britain.
