I guess the money was good and like dropping the belt to Portz in Stampede they did not think some wrestling nuts would track all this down 50 years later.
There's also further film footage of Kendo hanging out with Hayes in Japan, sightseeing, so Hayes was definitely there.
Almost all of IWE's foreign talent was European in its early days, since most NWA promotions had working agreements with the JWA. When the JWA split into New Japan and All-Japan in '72, things changed, but even then, most American talent that worked IWE came through the AWA.
Harley Race doesn't appear to be in Japan at that time, he was there earlier in the year, in February and March. He is in the USA and Canada in September and October.
Also, Harley Race wrestled for JWA, when he was in Japan in 1968, whereas our lads are wrestling for IWE on this trip, so again, I don't think this would be Harley Race.

That's definitely Al Hayes as his partner, and I believe the guy in the white trunks on the opposing team is the Great Kusatsu, so I'm inclined to believe that it's the 5 October match.

I agree Mad Mac. Regardless of what the lists say, that doesn't look like Al Hayes. Harley Race's stature in my opinion.
