I asked a Japanese person once, they said it read "Kendo Nagasaki" but i'm not sure if they were just trying to placate me or were being honest.

No Al, no idea, but I have often pondered the meaning.
It is very consistent, over the years, always looks the same, but does not resemble Japanese "Kanji" characters.
