Haystacks never held the CWA Heavyweight title, as far as I know. I seem to think that I read on here (this website) that Otto Wanz (the owner of the CWA promotion), was over here, doing some TV work for Orig Williams for his Reslo TV show, and had his belt with him, and as Haystacks worked for Otto in CWA (along with Dave Finlay, Tony St. Clair, Steve Wright, and others), Otto loaned them the belt and the CWA name, for the TV show.
The only title I remember Haystacks holding, was a short stint with the All-Star European Heavyweight title.
I could be wrong with the above, but it sounds about right.
