As you can see, the belt over Steve Clements' left shoulder represents a Southern (States of America) championship. This belt is the Southern Tag Team Title, recognised in the state of Tennessee. Clements won the vacant Southern Tag Team Title in partnership with Al Greene (against Jerry Jarrett & Tojo Yamamoto) on 25 August 1971 in Nashville, Tennessee, USA.
Clements had managed the previous champions, Al & Don Greene, but an injury to Don Greene caused the brothers to vacate the Southern Tag Team Title.
I cannot identify the belt over Clements' right shoulder. It looks a rather generic strap, in my opinion. The fact that the name plates are not inscribed could indicate that this title belt had yet to be used.
I agree with Ruslan that the belt around Clements' waist is not a championship that was originated in Mexico. It is certainly not the World Welterweight Title belt that was defended in the EMLL (Empresa Mexicana de Lucha Libre) promotion (today known as CMLL - Consejo Mundial de Lucha Libre) in which Clements wrestled decades ago.
I also concur with Ruslan that this belt looks like a very old British strap, probably owned by Ted Beresford . However, it does not appear to be the one of the European Tag Team Championship belts held by the Yorkshire Terriers (Steve Clements & Mick McMichael). The main plates look different to me. As for the old belt around Clements waist, it appears to me that the inscription on it says World Middleweight Championship. If this is the case then more likely someone like Tommy Mann also held it. I'm trying to get a normal quality image of this belt.
